I unlock the Air Doctrine
Hunt and Destroy.
Also the Land Doctrine
Elastic Defence.
Another Small Lobbying Effort is needed.

25 May 1941: Three divisions of 8th Army have arrived in Toulon and I assign them to Army France.
Army France can still receive 3 more divisions.
