Let's take a look at potential allies or adversaries: China is non-aligned.
The Soviet Union is Communist and Faction leader of Comintern.
Spain is still embroiled in a civil war.
The United Kingdom is Democratic and Faction leader of the Allies.
France is Democratic but there is a large Communist party and the Président Léon Blum is head of the Socialist Party.
We know what Germany is....
...and Italy too. Italy is not in the Axis (yet).
The French are the only big surprise at the moment.
