Yugoslavia appears to be saying no and I have a War Goal. No bust because I have 2 years.
So Yugoslavia is now in the French Alliance. The bad news is that I can't attack without starting a war against France. The good news is that France can't join the Allies.
Romania is still guaranteeing Yugoslavia's independence....
....so I seek a non-aggression pact with Romania.
France does not like us at all.

13 Jan 1939: No solution in London but Germany remains adamant.
Our border with Yugoslavia and I don't have forces there to attack.
14 Jan 1939: France has got involved and has called its two allies.
14 Jan 1939: Nothing has changed and still no war.
